I think it depends on the head size. People with small heads can look taller with short hair, and big heads taller with long hair.
This is surprisingly accurate, and it makes a lot of sense. Guys with big heads and longer hair can sometimes fool people into thinking their heads are normal sized with the extra volume coming from long hair. Having a huge bald dome dispels that illusion. The inverse is true for guys with smaller heads.

This guy back in early Power Rangers is not a dude you expect to be genuinely formidable, having been rather goofy, thin and not particularly tall. I'm not a fan of his styling choices either from the classic ponytail to his recent soul patch and excessive tattoos; not to mention his acting skills were typically amateurish as you'd expect. But he seems like a nice guy and a genuinely tough customer, the story of him trying to throw down with JCVD is pretty ludicrous though.

I'd guess Austin St John was around the 174 mark. 5'9 would seem a little high but I don't think he's quite as low as 5'8 either. There's a few pics of him with his Japanese counterpart too who looks to be in the strong 5'11 region.

Watching Mighty Morphin, the difference between him and Austin St. John (Jason the red ranger) reminds me of that between Glenn Howerton & Rob McElhenney on It's Always Sunny in Philadelphia, sometimes with variances in footwear and posture they can look similar height but there's even evidence that Frank could be an inch taller than St. John.
