In People he said "If you’re going for a character like Charles Manson, you can only cast people of a certain height, so that narrows the pool because the guy was incredibly short. A lot shorter than me, but I’m only 5’7″, so I scraped into the pool."
Incidentally, the deranged Manson once said "Everybody says I'm Five-Foot-Two. When I was arrested, I was Five-Foot-Seven. Now I went down to Five-Foot-Six...then I went down to Five foot...then I went to Four feet..now I'm down to Five feet two, pretty soon I'll be Five feet...by the time that you all die, I'll be about three feet tall....". @MJKoP I don't think there's a standard for whether those heights are self reported in the US. It varies state to state and may even vary precinct to precinct.
In many states they probably take the self reported height, in others they probably have the suspect stand against a height chart wall.
I think that in most cases, they would have the suspect keep their shoes on, but there may be exceptions to that.

Not necessarily. If those two guards in the back were standing right next to him, the height difference would be far more prominent. Were they posed similarly to that of Hart with Ferrell and Johnson, I think it might be more comparable.
That being said, maybe Manson is closer to 5'5" and the 5'7" was self-reported(as they always do in the US)?
If he's 5'4"-5'5" range he's still cursed with some pretty unfortunate proportions that really make him seem even shorter. Seeing someone like Michael J. Fox he always gives a much taller impression.

My doubts stemmed from why anyone would set up a fake measurement device to show he's 5'2. Why not an accurate measure?

Nice to hear, sir. In regards to minimum height requirements in the US, I'd have to say it's categorical no. I've had enough exposure to the justice/correctional system to observe guards, officers, and other law enforcement officials to determine that if there's any mandatory height regulation that it's either far below 5'7" or it isn't imposed at all. Whether you're 4'11"(remember females are also allowed in all of these occupations) or 7'0" so long as you can meet the physical requirements(tests, health, fitness - which it's exceedingly hard for me to imagine a lot of our "finest" fulfilling, but I digress), you are permitted to work in the system.
And again, I'd put zero stock in Manson's own claims. He, on multiple occasions, and with zero sense of irony, claimed to be Jesus Christ - and that's just one minute example. He didn't GAF about public perception, and was severely mentally ill...but also intelligent enough to be able troll anyone willing to lend him an ear with some of the most fantastical claims and tall tales(no pun intended).
Consider Aaron Carter, who actually does have somewhat of a reputation to uphold.
He was a madman, but also seemingly intent on convincing everyone he was even more of madman than he actually was. Just study him and watch his interviews.

I'm talking about other pictures where it seemed a great number of guards vertically dominated him. And it seemed to recur throughout numerous photos. I'll definitely try to compile gallery. But, yes...admittedly, it is inconclusive. Still, the more times someone is towered by unknowns in photos, the less likely it is that everyone else is huge(in terms of statistics).

I was looking for something along the lines of a clear shot of Manson standing next to Diane Sawyer for the sake of an objective comparison - or anybody of known stature.
Otherwise, no...I'm afraid you haven't really provided any credible evidence. You could honestly use the same type of evidence to suggest Cruise is 5'5".
Every single time some true crime global phenomena breaks out, we have a small clique of revisionists...who often times gain limited traction, propagating myths. It sounds like the 5'6"-5'7" figure is revisionism, as those who have described him as 5'2"(who have met him) would have every reason to upgrade him as opposed to downgrade him.
But if you can find objective photographic evidence of Manson's true height, I'll admit defeat. As I currently see it, the circumstantial evidence sure seems to point more in the direction of a 5'2" Manson.

I think he was just half an inch taller than Manson.
In the interview Manson did with Diane Sawyer he stood up and was taller than the woman he took a photo with and was just a tad shorter than some of the men in the room. as a guy just under 5’6 this reflects my height in a lot of social situations.
I’d give Manson 5’5/5’6 don’t see him as much taller. Rob what height do you think Manson was, it might be worth including him on the site.

Actually, having another look at the photo, the height chart doesn't look reliable at all. I mean, look at the distance between the 4' and 5' mark and compare it to Manson's head and body. Not a chance that's only a foot difference!!!
